Thanks for your feedback. I suspect that this is by design.
Since the icons that are used are already symbols with colors, we disabled (or make not available) the conditional format feature. Can you confirm that you want to format the value, which is already quite distinctive, to a different color? If you really want to use conditional formatting, you could choose to replace the column with the Custom Field column which should allow you to format the value with Conditional Formatting.
