Default Saved Filter
The release notes for 5.5.1 stay that you can now set a “Saved Filter” as the default when visiting a list table. Is this feature available through the hooks/filters? If so, how?
This feature is already available.
You’ll need to have at least one save filter that is globally available.
When that is the case, you can select it on the column settings page for the list screen.

I know the feature is available through the admin, but can I select the default filter via a hook or filter?

There is currently no hook to select the default filter.
Can you explain your use case why you want to select a saved filter (which is probably already defined by one of your admins) with a hook?
We have a number of sites with Admin Columns deployed. We currently configure it on a number of pages via custom code in our own plugin. It would be ideal if we could define a filter and set it as the default in this plugin for deployment across all sites
