I don’t know if the issue is related to the cURL error, but it is certainly worth the try to follow the instructions to update your certificates in your WordPress installation. If that does not change anything, then we can look further to solve the issue. Do you see any meaningful in your error.log file related to the update issue?

I don’t know how this could happen, and if it is possible, I would like to get access to your environment to see this in action. As a workaround, you can download the latest version from your account page and install it manually, but that does not fix the issue for the next update of course.
