AuthorIP if Display Name empty

I would like to show the IP address if the Author name is null. How do I accomplish this?

This information is not stored by default on a WordPress website.
So if you don’t have a plugin that stores this information on your website, you won’t be able to get this information as a column on the user overview. If you do have a plugin that stores this data, you probably can use the Custom Field column and select the stored key to retrieve this information and display it in a column.

Yes, it is in a column any already. I have one column that list display_name and a different column for the Author IP. I would like to know if I can show the display name, but if the user ins’t signed in, it won’t show the display name. I would like to show the IP in that case.

Ah, I see what you mean.
The only way to do that is by using a hook to change the value of an existing (non-third-party) column.

Or even better is to create your own column that contains all the necessary information so you have a dedicated column that does exactly what you need. We have some documentation for that with a toolkit to get you started. You do need some programming knowledge or a developer to do that though.
